Andy Carlson

Andy Carlson, VP, State Strategy, has almost 20 years of experience in public policy,

advocacy, grant writing, research, and project implementation and management. He is

a recognized expert in higher education finance and programs supporting adult

learners, maintaining a national network across state higher education leaders, policy

organizations, and foundations. He was instrumental in managing Lumina Foundation’s

Adult Promise Initiative which supported 15 states across the country in the

development of state-level programs geared toward the adult learner. He holds a B.A.

in History from Indiana University and a Masters of Public Affairs from the University of

Colorado Denver.
